Submitting International Transcripts / Credential Evaluations
What is an Official Transcript?
The official transcript MUST come from the institution or the electronic delivery service. Applicants CANNOT simply email or upload scanned documents.
You must show your original school record for your coursework; transfer credits as indicated on another school’s transcript are not accepted. In addition, you are required to submit official transcripts from each school you have previously attended or are currently attending. Many schools take a number of weeks to fulfill transcript requests, so please plan accordingly.
In order for a transcript to be considered official, we require one of the following:
- Original hard copy mailed to ITMAT Ed directly from the issuing institution
- Copy with official stamp, seal, and/or embossed marking, and which arrives in a sealed envelope bearing the institution's stamp or seal (this may be sent from the applicant)
- Emailed transcript from an official electronic delivery service, such as Parchment or National Student Clearinghouse
Please do not submit:
- Copies, opened or unsealed envelopes, screenshots, or unofficial printouts
- Please do not send the original of an academic record that cannot be replaced.
If there are discrepancies between the self-reported academic work and official records, the offer of admission will be revoked. The school grading scale or other standards of evaluation, including minimum passing and failing marks and the definition of grades between them, should appear on official records or be provided as an attachment. You will be unenrolled in the program if you do not submit your official transcripts by the deadline designated in your acceptance letter.
Policy for Submitting Transcripts from Instutions Outside of the U.S.
For each post-secondary institution you've attended outside the U.S., we require that you contact a member of the National Association of Credential Evaluation Services (NACES) to have a course-by-course evaluation of your non-U.S. transcript(s) sent directly from the NACES member to the ITMAT Admissions team. This evaluation should include course titles, grades received, GPA, and U.S. degree equivalency. We do not accept transcripts directly from institutions outside the U.S. nor English language translations of such transcripts. Any document uploaded as a transcript for an institution outside of the U.S. without the NACES course-by-course evaluation will not be reviewed and your application will be considered incomplete.
Request and submit your international transcripts evaluation:
The evaluating agency will provide instructions for how to request and submit the required academic documents for review, and the process can take several weeks to complete, so we encourage you to begin this process at least 8 weeks in advance of the application deadline.
- In order to ensure timely processing, please indicate that the evaluation be emailed directly to your program administrator(s) or ITMATED@PennMedicine.Upenn.edu.
- We recommend using World Education Services (WES) but many of our applicants have been successful using:
English Language Proficiency Test Score Submission
(This section does not apply to MSTR applicants.) MRA/ Regulatory Affairs Certificate applicants whose native language is not English are required to take an English proficiency exam (either the TOEFL or the IELTS); this requirement is waived for applicants who have or will have obtained a degree from a US or other English-instructed institution. There are no minimum score requirements. In order for your application to be considered complete, official TOEFL or IELTS score reports must be received by the ITMAT Ed office.
We do not accept Duolingo test scores.

Are there any Additional Costs for International Students?
There are no additional costs from the University of Pennsylvania for international students.
Applicable ONLY to Students Residing in India - Update on the India OIDAR (Online Information Database Access and Retrieval) Tax: Effective October 1, 2023, Penn is required to assess and collect India’s 18% OIDAR tax on transactions where Penn has provided goods or services through the medium of the internet, which are consumed by an individual (not a business) within India. The locality of the consumer is deemed by learning from address, billing address, or other means. Payments to Indian businesses are generally excluded. Online learning experiences for purchase qualify for this tax. Central offices encourage collection of OIDAR tax for Penn online offerings as soon as possible.
Degree Information for Online International Students
The Master of Regulatory Affairs and Regulatory Affairs Certificate degree programs are offered by the University of Pennsylvania, an institution of higher education authorized to confer degrees and certificates conferring academic credit under applicable laws of the United States. Students who are interested in participating in the program from countries other than the United States are advised that each jurisdiction may have its own laws and regulations governing online educational programs, and some jurisdictions may not recognize course credit or an online degree awarded by the University as satisfying local requirements for professional licensure, employment qualification, or other purposes. Before enrolling in this program, prospective students should investigate their jurisdiction’s treatment of foreign online programs to ensure that participation in this program will meet their objectives.
Visa Information for Online International Students
The Master of Regulatory Affairs and the Regulatory Affairs Certificate are both STEM OPT extension eligible programs for holders of F-1 visas.
